When he arrived, he found himself in a horrible situation: housed in shared tents at the Naval Base with cold showers, bad food, 12 hour workdays seven days a week -- and a drug and prostitution ring headed up by members of the military!  On a sidewalk in front of the White House, on Oct. 26, 2005, anti-war activists, Cindy Sheehan, John Bruhns and Juan M. Torres, Sr., and others from groups, like “Veterans for Peace,” gathered at a Vigil to protest the conflict. The toll of U.S. military dead had just reached the grim 2,000 mark. 2005-10-23 7:19 PM Privately owned homes may be put under temporary government control in Louisiana, under the "usufruct" legal concept. It might allow home owners to get help from the government for repairs, but it could be open to government abuse. Home owners would have to ensure that they have proper legal protection from the government, and retain all legal rights on their properties, and ensure that the government had a limited period in which they are obliged to repair properties, and a limited maximum period for them to have "usufruct" of the property. Make sure you get independent, non government legal advice / legal aid, especially with New Orleans historic reputation for political corruption. And the recent authoritarian and slow response after hurricane katrina of Governor Kathleen Blanco's office, Mayor Nagin and FEMA mean that home owners must have bureaucrats limited to maximum periods. Beware of developers and loopholes.
Why can't the government do repairs without having "usufruct" of homes? Where would these home owners live, and how long would "essential workers" occupy their properties? Home owners should get a class action protection if they agree to "usufruct". (text/plain + 1 comment)
