On July 4th, the residents of the St. Bernard housing projects (a sprawling series of buildings consisting of approximately 1500 unites) joined by activists with Common Ground, People’s Hurricane Relief Fund, and the United Front for Affordable Housing gathered for a barbeque, some dancing, and a spirited march and rally to call for the right to return home. KEY EXCERPT: John Murtha, the ranking Democrat on the House Appropriations Subcommittee on Defense, put a provision in the Pentagon’s appropriations bills for 2005 and 2006 forbidding the use of federal funds for any intelligence-gathering that violates the Fourth Amendment, which protects the privacy of American citizens. The White House, however, took exception to Congress’s effort to cut off funds. When President Bush signed the appropriations bills into law, he appended “signing statements” asserting that the Commander-in-Chief had the right to collect intelligence in any way he deemed necessary. The signing statement for the 2005 budget, for instance, noted that the executive branch would “construe” the spending limit only “in a manner consistent with the President’s constitutional authority as Commander-in-Chief, including for the conduct of intelligence operations.” (text/plain)

Three reported that there were no ballots available: voters had been waiting three hours, six hours and seven hours, respectively. One caller said her credentials for voting were rejected. Four calls reported that the ruling Institutional Revolutionary Party (PRI) was handing out food and staples in exchange for votes. On July 29, 2005, President Bush signed a bill which permits and promotes the charging of tolls on existing and planned interstate highways, bridges, and tunnels. Before the passage of the bill, known as SAFETEA-LU, or “Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users”, it was generally illegal to charge tolls on roads built with Federal funds. What’s more, the tolls collected will be automatic, requiring universally compatible toll transponder tags on every vehicle. (text/plain)
